Nope, only concept art has been made so far. If full 3D models were already made, I'm pretty sure they would have been put in by now.

I think it's more likely they'll use the Gallente and Caldari tank models that are different colors and have different stats to represent the Amarr and Minmatar. They showed them when they unveiled the suits before they dropped them . They showed the 3d for the Minmatar and Amarr HAV's . I remember seeing them and getting excited , now if they use the Cal and Gal HAV's for them then it just wouldn't be a surprise but they did show the 3d models for the Amarr and Minmatarr HAV's when they showed the remaining racial suits before their release . Edit : I guess it was concept art like Godin says . But it was the same for the suits , so how hard could it be to translate those over to in-game features ?
It was "3D" concept art, no actual models as far as I know have been made. They might have started on some, but didn't ever complete them, who knows.
